I agree with you that there should not be limits in art, as I am not sure who would set such limits, nor how they would be set - who could possibly determine what is acceptable? One would hope that normal standards of decency would apply and therefore the picture of Donald Trump referenced in your article would not be included. Further one would hope, in vain, that artists would want to gain publicity on the merits of their art not the sensationalist stunt they may have performed.
